Using shims to create a 22.2/25.4 steering wheel is the standard practice.
Because the shim clamp area is wide, I don't think a 31.8 handlebar with a sharp curve will fit.
Cut out a 45mm x 99.2mm rectangle from paper,
You should be able to tell if it works by making a cylinder and putting it through the handle.
